Low-Carb Philly Cheesesteak Casserole (Easy & Cheesy!)

Enjoy Philly Cheesesteak flavors without the carbs! This easy Low-Carb Casserole features ground beef, peppers, onions, and lots of cheese baked until bubbly.

Ingredients

Beef & Vegetable Base:

  • ▢ 1 tbsp olive oil
  • ▢ 1 large onion, diced
  • ▢ 2 large bell peppers (green, red, or a mix), diced
  • ▢ 2 cloves garlic, minced  
  • ▢ 2 lbs ground beef (lean preferred, e.g., 85/15)
  • ▢ Salt and pepper to taste
  • (Optional: 1 tsp Italian seasoning, ½ tsp paprika)
  • ▢ 2 tbsp Worcestershire sauce
  • ▢ 8 oz (1 package) cream cheese, softened

Cheese Topping:

  • ▢ 8 oz provolone cheese, sliced  
  • ▢ 1½ cups shredded mozzarella cheese

Garnish (Optional):

  • ▢ Fresh parsley, chopped

Instructions

1. Prepare Oven and Dish:

  • Preheat your oven to 350°F (175°C).  
  • Spray a 9×13 inch baking dish well with non-stick spray (unless using an oven-safe skillet for the whole process).

2. Cook the Vegetables:

  • Heat the olive oil in a large skillet over medium heat.
  • Add the diced onions and diced bell peppers. Cook, stirring occasionally, for about 5-6 minutes until they begin to soften.
  • Add the minced garlic and cook for another 30 seconds until fragrant.

3. Brown the Beef and Season:

  • Add the ground beef to the skillet with the vegetables.
  • Season generously with salt and pepper (and optional Italian seasoning/paprika if using).
  • Cook over medium-high heat, breaking up the meat with a spatula, until the beef is completely browned, about 7-8 minutes.  
  • Drain off any excess fat from the skillet thoroughly.

4. Add Flavorings and Cream Cheese:

  • Stir the Worcestershire sauce into the cooked beef and vegetable mixture, ensuring it coats everything.
  • Reduce the heat to low. Add the softened cream cheese to the skillet, breaking it into chunks.
  • Stir continuously until the cream cheese melts completely and coats the meat and vegetable mixture evenly, creating a creamy base. Remove from heat.  

5. Transfer to Baking Dish:

  • If not using an oven-safe skillet, transfer the creamy beef mixture to the prepared 9×13 baking dish. Spread it into an even layer.

6. Top with Cheeses:

  • Layer the sliced provolone cheese evenly over the beef mixture.
  • Sprinkle the shredded mozzarella cheese evenly over the top of the provolone layer.

7. Bake to Perfection:

  • Place the baking dish in the preheated oven.
  • Bake uncovered for 20-25 minutes. The casserole is done when the cheese topping is completely melted, bubbly, and potentially slightly golden brown on top.

8. Rest Before Serving:

  • Carefully remove the casserole from the oven.
  • Allow it to rest for about 5-10 minutes before serving. This helps the creamy filling set slightly and makes serving easier.

9. Garnish and Enjoy:

  • Garnish with fresh chopped parsley, if desired.
